If your customer support team answers customer questions through a WhatsApp API help desk, your messaging bill is about to change.

From October 1, 2026, Meta will charge for service messages on the WhatsApp Business Platform. Utility templates, which have been free within the 24-hour customer service window since July 2025, will also become chargeable from October 1, 2026.

What Changes in October?

Here is the comparison for Meta's messaging charges. Software subscriptions and provider fees are separate.

“Free” here means no Meta messaging charge. Even before this change, a help desk could charge a subscription or its own messaging fees.

What Counts as a Service Message?

Service messages are non-template API responses to customers, including replies from human agents or third-party AI solutions.

If you are using an AI solution that replies to your customers on WhatsApp, and the model turns out to be particularly chatty, you're not going to be happy with your bill.

Meta's own AI Business Agent has a separate pricing model, which we'll cover in a separate article.

How Much Could Support Cost?

Meta says service rates will match the utility rate for the corresponding market. Service messages will not receive volume-tier discounts. Check the October-effective rate card when budgeting.

For planning, use:

Monthly chargeable service replies × applicable service rate = estimated Meta service-message cost.

Here is what it looks like in some countries, based on 1,000 support conversations a month with six messages in each conversation — 6,000 chargeable messages total.

This is just an illustration of how prices may vary for the same activity in different countries. Add your software subscription, provider charges, and applicable taxes to estimate the full bill. Your provider may already include Meta fees in its messaging price, so check before adding them twice.

Utility rates shown are per-message, Meta base rates and exclude any BSP or software markup. Rates change by market and over time — confirm current figures on the official rate card before budgeting.

The 72-Hour Free Entry-Point Exception Remains

Eligible conversations originating from Click-to-WhatsApp ads or Facebook Page call-to-action buttons retain the free entry-point benefit. Your business must respond within 24 hours to open that window; it then lasts 72 hours.
