WhatsApp embedded signup errors and how to fix them
Errors during Meta's embedded signup fall into four stages. Find your stage, then the message you saw.
1. Business account creation
- "You have reached the limit for Businesses you can create" — use an existing business portfolio instead of creating a new one.
- "Your Facebook account is too new" — Meta blocks new accounts from creating portfolios; wait a few hours or use an established account.
- "You're no longer allowed to use Facebook Products to advertise" / disabled payment account — the Facebook account is flagged; use a different admin's account in good standing.
2. WhatsApp Business Account creation
- "User does not have permission" — you need admin rights on the business portfolio.
- "Limited number of WhatsApp Business Accounts before verification" — unverified businesses can create only one WABA; verify your business to add more.
- "We can't verify the Facebook Business Account" — the portfolio failed policy checks; check the email Meta sent, fix, and resubmit or use an already-verified portfolio.
3. Phone setup
- "This number is registered to an existing WhatsApp account" — delete the consumer-app account on it (or use Coexistence for a Business App number), wait ~3 minutes, retry.
- "Your verified name violates guidelines" — fix per the display name rules.
4. Phone verification (OTP)
- "Your phone number doesn't appear to be valid" — check international format; IVR-only numbers aren't supported.
- "You have guessed/requested too many times" — rate-limited; wait up to 12 hours, then resume the flow with the same number.

Frequently asked questions
WhatsApp says my number is already registered — what do I do?
If the number is on the consumer WhatsApp app, delete that account first, wait ~3 minutes, and retry. If it's on the WhatsApp Business App and you want to keep it, choose the Coexistence path instead of a fresh registration.
